Zac is a leading voice in how digital is disrupting traditional communications. He brings 20+ years of political, digital and communications experience, having served as Digital Director for Mitt Romney for President in 2012 and a Senior Advisor for Tim Scott for President in 2024. He has helped Fortune 500 companies enhance their brand and get their message out in the current political and media environment. His corporate work includes brands such as Meta, FedEx, McDonalds, Gillette and X.

Abe brings over a decade of experience at the highest levels of high stakes public policy and political campaigns. Over the past few political cycles, Abe’s team strung together impressive victories in some of the most challenging environments across the country while raising over $350 million. Additionally, he has advised Fortune 500 companies with brand and consumer strategy. Abe received his Juris Doctor from the University of Alabama School of Law and has degrees in Industrial Engineering and German from the University of Alabama. He currently resides in Alexandria, Virginia with his wife Ashley and their kids.

Over the last seven years, Ryan has been a member of the Targeted Victory Executive Team and has overseen many of the largest digital ad campaigns executed by the firm. His experience in both campaigns and public affairs has allowed him to take leading roles on a wide variety of clients.

Mike plays a key leadership role with the goal of further expanding Targeted Victory's political client base. A 30-year industry veteran, Mike has been hired to provide grassroots fundraising and message strategy services by numerous U.S. Presidential candidates, including President Donald J. Trump, Dr. Ben Carson, Speaker Newt Gingrich, Governor Tim Pawlenty, Senator Fred Thompson, Mayor Rudy Giuliani, businessman Herman Cain, and Governor Mitt Romney.

Tad is a seven-year veteran of Targeted Victory. He helps manage the Public Affairs team, working with corporate and non-profit clients on advocacy, field, and digital marketing efforts. Tad spent 3 cycles managing the digital advertising and fundraising strategy for over 20 statewide campaigns. Before joining Targeted Victory, he worked in Boston for the Romney-Ryan campaign and served as a Legislative Director on Capitol Hill.

In her time with Targeted Victory, Caeli has managed and provided thought leadership for dozens of House, Senate, and gubernatorial digital programs, and led the Political Client Strategy team. Prior to joining TV in 2017, Caeli was a press secretary on Capitol Hill. A native of Colorado, Caeli loves hiking, skiing, hanging with her dog Jackson, and talking up the Denver Broncos to anyone who will listen.

Lyman has worked in digital and grassroots fundraising for over a decade. His experience and expertise have established him as one of the premier grassroots fundraising experts in Republican politics. During his tenure at the National Republican Congressional Committee (NRCC), where he most recently served as Chief Marketing Officer, not only did the NRCC retake the House of Representatives, but his team continually broke grassroots fundraising records. When not in the office, Lyman can be found spending too much time golfing, cooking, or watching one of his finally not struggling sports teams (Manchester United, Buffalo Bills, and Buffalo Sabres).

Martin has managed digital programs for some of the top political races in the country over the last five cycles -- including 20+ Senators, 30+ House Members and a half dozen Gubernatorial candidates. Currently, Martin oversees 90+ staff and nearly as many clients, working with federal and statewide candidates and committees to provide strategic counsel and execute best-in-class digital programs. He is a graduate of Marquette University and an avid Cleveland sports fan.

Seth joined Targeted Victory in January 2021 after spending ten years working on Capitol Hill and on various campaigns. He is a proud graduate of the University of Alabama.

Steve works with our political, outside groups, and corporate clients. He specializes in working with corporate and non-profit clients on advocacy, field, and marketing efforts. He has led candidate, advocacy, and super-pac campaigns at the local, state, and federal level in nearly every state in the country. Most recently he worked in public affairs at Walmart and previously led Carly for America, Americans for Job Security, and the NH Republican Party.

Amy joined Targeted Victory in 2021. She got her start door-knocking for Dubya in high school, and has over a decade of digital experience working for Republican non-profits, think tanks, and campaigns.

Ashley joined Targeted Victory from the National Republican Senatorial Committee (NRSC), where she served as Digital Director for the 2020 cycle. As the committee’s Digital Director, she oversaw the largest online fundraising program in the building’s history. Prior to her work at the NRSC, Ashley led digital marketing, advertising, and fundraising efforts for top political campaigns and committees, raising over $250 million. She is from Ohio and is a graduate of DePauw University.

Greg brings over 20 years of experience in list brokerage and management fundraising. He joins Targeted Victory from the acquisition of TMA Direct, where he served as Senior Vice President. His vast expertise in email and direct mail fundraising has helped his clients raise millions of dollars. Over the years, he has worked with political, financial, and commercial clients.

Prior to joining Targeted Victory, Peter was the Deputy Political Director for the National Republican Senatorial Committee. Despite the national headwinds the party faced, the GOP held onto the majority in the US Senate. During the 2020 cycle, Peter guided over $55m in independent expenditures across multiple states for races up and down the ballot including, Arizona, Minnesota, Pennsylvania, and Texas. Peter has a deep knowledge base of the dynamics of Pennsylvania, having worked on multiple congressional races and five different statewide campaigns since 2008. In 2016 he was Campaign Manager for U.S. Senator Pat Toomey’s 2016 re-election bid in Pennsylvania, which at the time was the most expensive US Senate race in history.

Sam helps lead Targeted Victory’s general consulting division and serves as a political strategist for current members of the U.S. Senate, U.S. House of Representatives, and California State Legislature. Previously, Oh served as the Deputy Campaign Manager for U.S. Senator Tim Scott’s 2024 presidential campaign, and served as a Chief of Staff to a U.S. Representative who served on the Energy & Commerce, Transportation, and Judiciary Committees, the Republican House Leadership team, and as a Deputy Chair of the National Republican Congressional Committee. With two decades of experience consulting and managing political campaigns and ballot measures, Sam Oh has developed a reputation of winning tough races and in 2020 led the upset victories of Reps. Michelle Steel and Young Kim, marking the first time a California Republican defeated an incumbent Democrat U.S. Representative in a general election in 26 years. Oh has been recognized by the American Association of Political Consultants and Business Insider as a 40 Under 40 Award recipient and as a top Republican political operative to watch in 2022. Sam's campaigns have also been honored with the AAPC Republican Campaign of the Year award, and Campaigns and Elections' Comeback Campaign of the Year award.

Sami has a decade of digital fundraising and marketing experience. During her six years at the National Republican Senatorial Committee (NRSC), Sami raised record-breaking amounts for the NRSC online, advised 50+ senatorial campaigns, and executed key statewide online persuasion and GOTV campaigns. At Targeted Victory, she’s overseen digital fundraising and marketing programs for top Senate, House, and state-level campaigns and committees. Sami graduated from the University of Wisconsin and is a proud Badger alum.

Sarah was the Political Director of the National Republican Senatorial Committee (NRSC) in the successful 2016 and 2018 cycles where Republicans held and expanded their Senate majority. Prior to that, Sarah served as Western Region Political Director for the NRSC in 2014, managed Jeff Flake’s successful primary and general election runs for Senate in 2012, and was Deputy Campaign Manager for Jon Kyl’s successful 2006 Senate election. Sarah has a wealth of experience in political campaigns and has also worked in the fields of advocacy, public affairs, government relations, and communications. Sarah was born and raised in Missouri before moving to Arizona to work in politics, and is a graduate of Iowa State University.

Vanessa brings over a decade of experience working in national politics at the highest levels. Before joining Targeted Victory, she served as Senior Advisor on Speaker Paul Ryan's national political organization. She most recently worked in the nonprofit space for former NFL player Deion Sanders.

Whitney oversees the Senate team at Targeted Victory. She got her start in politics working on John McCain for President in 2008 and since then has been across the country working on numerous presidential and senate campaigns. She resides in Arlington with her husband, two sons, and dog.

Arvind joined Targeted Victory in 2019 and has worked as a fundraiser for a host of committees, candidates, and leadership. Prior to Targeted Victory, he worked on Capitol Hill and is originally from California.

Celia started at TV in 2020 following the Louisiana gubernatorial race and previously worked in SC-1 as well as for the MA GOP. Currently, Celia helps lead our CS team with a focus on persuasion and non-fundraising campaigns.

Dave Martinez specializes in video production, digital communications, and opposition research for Super PACs, independent expenditures, and third party advocacy groups. His experience spans from the presidential campaign level down to county and municipal government. During his time at Targeted Victory, Dave has worked to spearhead the company's creative offerings. He previously served in research roles at both the National Republican Senatorial Committee and National Republican Congressional Committee. Originally from New Jersey, Dave lives in Alexandria, VA with his wife Hanna. They enjoy volunteering with rescue dog organizations, and weekend trips to the Jersey Shore during the summer months.

Prior to returning to Targeted Victory, Hilary worked for WPA Intelligence, a polling, data, and analytics firm, as their Digital Strategist. Before joining WPA, she was Deputy Digital Director for Texans for Greg Abbott. Hilary is a former Targeted Victory employee, originally joining after the 2012 Romney presidential campaign, and was with TV from 2013-2016. She has a young daughter and two chocolate labs, Major and Scout. In her “free time” she enjoys horseback riding.

Jeff oversees digital programs for some of the top races in the country, including one of the largest digital operations in politics. In total, Jeff has directly generated over $100 million in revenue for his clients in House leadership and dozens of other federal races, while building efficient, high-growth programs. Jeff earned his Master's in Public Policy from Pepperdine University and enjoys skiing, fishing, and spending time with his wife and daughters.

Jessie leads the Partnerships program on our Outside Groups team. She draws on her extensive background in polling and data to craft persuasion, voter contact, and get out the vote efforts for a wide variety of clients. Prior to joining Targeted Victory, Jessie was the Polling Director at the NRSC, where she oversaw polling and data efforts in 18 Senate races. She also served as the Director of Political Operations and Deputy Polling Director at the NRSC in the 2018 cycle.

Lily joined Targeted Victory in 2021 and has worked as a fundraiser and strategist for a host of committees, PACs, and nonprofits. Prior to Targeted Victory, Lily worked for several years at another agency focusing on direct mail & high-dollar fundraising programs for candidates & non-profits.

Entering the political arena in 2014, Matt began his career on Bruce Rauner's successful campaign for Governor of Illinois. After graduating from the University of Missouri, he returned to Governor Rauner's re-election campaign, and spent the 2018 cycle as a Regional Political Director. In 2020, McCann oversaw the Trump Victory political, and field operations in New York as a State Director with the Republican National Committee before joining Targeted Victory in 2021.

Matthias oversees the research, product, and reporting offerings for public affairs clients. Prior to Targeted Victory, Matthias worked at the media intelligence company Zignal Labs for six years. While at Zignal, Matthias helped top enterprise brands leverage media intelligence to detect and defuse potential crises, identify marketplace influencers, surface trends and issues, and protect brand reputation. Previously, Matthias served on Mitt Romney’s 2012 election rapid response team. In that role, he oversaw the campaign’s digital rapid response efforts and social media platforms.

Mike started his career at Targeted Victory in 2019 as an Associate. Before TV, he had stints at the Department of Education, NRCC, Judicial Watch, and working in Congress. He graduated from Kent State University, is an avid golfer and Cleveland Browns fan.

Before joining Targeted Victory in 2019, Rebecca worked on a variety of political and public affairs campaigns and got her start in politics serving Carly Fiorina’s bodywoman for her presidential campaign. Rebecca can technically beatbox and is one of the best quarterbacks in the DC area.

Shawna joins us from the TMA Direct acquisition, where she started her list brokerage and management career in 1996. She worked with a variety of clients, including non-profits, B2B, B2C, and politically conservative groups. Specifically focusing on fundraising, she has helped raise millions of dollars while promoting and preserving traditional values.

Ted joined Targeted Victory in January of 2020. Prior to joining the company, he served as a Communications Director and Deputy Chief of Staff for a Republican member of Congress. He has also worked on and managed campaigns in multiple states. He resides in the great state of Maryland with his partner and dog named Bentley.
