Ryan is a Managing Partner at Targeted Victory with over two decades of experience navigating the intersection of political strategy and digital execution. A veteran of six presidential campaigns and former Executive Director of the South Carolina Republican Party, he has managed and placed over $250 million in digital media. In addition to leading campaigns, Ryan helps shape the next generation of strategists as an adjunct professor at George Washington University, where he teaches the use of digital media in public affairs. A proud Pittsburgh native, Ryan never misses an opportunity to root for the Steelers.

Abe brings over a decade of experience at the highest levels of high stakes public policy and political campaigns. Over the past few political cycles, Abe’s team strung together impressive victories in some of the most challenging environments across the country while raising over $350 million. Additionally, he has advised Fortune 500 companies with brand and consumer strategy. Abe received his Juris Doctor from the University of Alabama School of Law and has degrees in Industrial Engineering and German from the University of Alabama. He currently resides in Alexandria with his wife Ashley and their children.

Mike plays a key leadership role with the goal of further expanding Targeted Victory's political client base. A 30-year industry veteran, Mike's expertise lies in grassroots fundraising and message strategy services for numerous presidential candidates, including President Donald J. Trump, Dr. Ben Carson, Speaker Newt Gingrich, Governor Tim Pawlenty, Senator Fred Thompson, Mayor Rudy Giuliani, businessman Herman Cain, and Governor Mitt Romney.

Tad is a seven-year veteran of Targeted Victory. He helps manage the Public Affairs team, working with corporate and non-profit clients on advocacy, field, and digital marketing efforts. Tad spent three cycles managing the digital advertising and fundraising strategy for over 20 statewide campaigns. Before joining Targeted Victory, he worked in Boston for the Romney-Ryan campaign and served as a Legislative Director on Capitol Hill.

Amy brings over a decade of political experience spanning think tanks, nonprofits, campaigns, and Super PACs. At Targeted Victory, she leads the Outside Groups department, pioneering digital fundraising for Independent Expenditures and overseeing more than 120 programs across every level of government.

Lyman has worked in digital and grassroots fundraising for over a decade. His experience and expertise have established him as one of the premier grassroots fundraising experts in Republican politics. During his tenure at the National Republican Congressional Committee (NRCC), where he most recently served as Chief Marketing Officer, not only did the NRCC retake the House of Representatives, but his team continually broke grassroots fundraising records. When not in the office, Lyman can be found spending too much time golfing, cooking, or watching one of his finally not struggling sports teams (Manchester United, Buffalo Bills, and Buffalo Sabres).

Martin has managed digital programs for some of the top political races in the country over the last five cycles -- including 20+ Senators, 30+ House Members and a half dozen gubernatorial candidates. Currently, Martin oversees 90+ staff and nearly as many clients, working with federal and statewide candidates and committees to provide strategic counsel and execute best-in-class digital programs. He is a graduate of Marquette University and an avid Cleveland sports fan.

Seth has over a decade of experience in the political, communications, and public policy space. Seth helps oversee our political team, managing a team of 50+ and working with Senate, Congressional, and statewide campaigns. He joined Targeted Victory in January 2021 after spending ten years working on Capitol Hill, including as Chief of Staff to former Congressman Bradley Byrne (R-AL). He is a proud graduate of the University of Alabama.

Arvind is a fundraising strategist who helps committees, candidates, and leadership members navigate complex challenges and maximize their fundraising efforts. He’s always looking for creative, data-driven solutions to make campaigns more effective. Before joining Targeted Victory, he worked on Capitol Hill. Originally from California, he brings a mix of experience, strategy, and a practical approach to his work.

Greg brings over 20 years of experience in list brokerage and management fundraising. He joins Targeted Victory from the acquisition of TMA Direct, where he served as Senior Vice President. His vast expertise in email and direct mail fundraising has helped his clients raise millions of dollars. Over the years, he has worked with political, financial, and commercial clients.

Matt brings extensive experience in direct marketing and fundraising, and has worked alongside candidates, members of Congress, and major national organizations to build and scale high-performing direct mail programs. A graduate of the University of Nevada, Las Vegas with a degree in political science, Matt most recently led the direct marketing program at the NRCC where he helped raise $25 million during the 2024 cycle. In his free time, Matt enjoys cooking and practicing martial arts, where he holds a black belt.

Meredith leads high-impact, full-service digital programs at Targeted Victory, driving strategy and execution that has helped raise over $50 million online and identify thousands of new grassroots donors for Senate, Congressional, and Gubernatorial campaigns nationwide. Prior to Targeted Victory, she was a part of the digital fundraising team at the National Republican Congressional Committee for the 2020 election cycle. A central California native and proud Georgetown University alum, Meredith enjoys binging reality television and beating her husband and friends at Mahjong.

Mike started his career at Targeted Victory in 2019 as an Associate. Before TV, he had stints at the Department of Education, NRCC, Judicial Watch, and working in Congress. He graduated from Kent State University, is an avid golfer and Cleveland Browns fan.

Prior to joining Targeted Victory, Peter was the Deputy Political Director for the National Republican Senatorial Committee. Despite the national headwinds the party faced, the GOP held onto the majority in the US Senate. During the 2020 cycle, Peter guided over $55m in independent expenditures across multiple states for races up and down the ballot including, Arizona, Minnesota, Pennsylvania, and Texas. Peter has a deep knowledge base of the dynamics of Pennsylvania, having worked on multiple congressional races and five different statewide campaigns since 2008. In 2016 he was Campaign Manager for U.S. Senator Pat Toomey’s 2016 re-election bid in Pennsylvania, which at the time was the most expensive US Senate race in history.

Sam helps lead Targeted Victory’s general consulting division and serves as a political strategist for current members of the U.S. Senate, U.S. House of Representatives, and California State Legislature. Previously, Oh served as the Deputy Campaign Manager for U.S. Senator Tim Scott’s 2024 presidential campaign, and served as a Chief of Staff to a U.S. Representative who served on the Energy & Commerce, Transportation, and Judiciary Committees, the Republican House Leadership team, and as a Deputy Chair of the National Republican Congressional Committee. With two decades of experience consulting and managing political campaigns and ballot measures, Sam Oh has developed a reputation of winning tough races and in 2020 led the upset victories of Reps. Michelle Steel and Young Kim, marking the first time a California Republican defeated an incumbent Democrat U.S. Representative in a general election in 26 years. Oh has been recognized by the American Association of Political Consultants and Business Insider as a 40 Under 40 Award recipient and as a top Republican political operative to watch in 2022. Sam's campaigns have also been honored with the AAPC Republican Campaign of the Year award, and Campaigns and Elections' Comeback Campaign of the Year award.

Sami has a decade of digital fundraising and marketing experience. During her six years at the National Republican Senatorial Committee (NRSC), Sami raised record-breaking amounts for the NRSC online, advised 50+ senatorial campaigns, and executed key statewide online persuasion and GOTV campaigns. At Targeted Victory, she has overseen digital fundraising and marketing programs for top Senate, House, and state-level campaigns and committees. Sami graduated from the University of Wisconsin and is a proud Badger alum.

Sarah was the Political Director of the National Republican Senatorial Committee (NRSC) in the successful 2016 and 2018 cycles where Republicans held and expanded their Senate majority. Prior to that, Sarah served as Western Region Political Director for the NRSC in 2014, managed Jeff Flake’s successful primary and general election runs for Senate in 2012, and was Deputy Campaign Manager for Jon Kyl’s successful 2006 Senate election. Sarah has a wealth of experience in political campaigns and has also worked in the fields of advocacy, public affairs, government relations, and communications. Sarah was born and raised in Missouri before moving to Arizona to work in politics, and is a graduate of Iowa State University.

Whitney oversees the Senate team at Targeted Victory. She got her start in politics working on John McCain for President in 2008, and since then has been across the country working on numerous presidential and senate campaigns. She resides in Arlington with her husband, two sons, and dog.

Prior to returning to Targeted Victory, Hilary worked for WPA Intelligence, a polling, data, and analytics firm, as their Digital Strategist. Before joining WPA, she was Deputy Digital Director for Texans for Greg Abbott. Hilary is a former Targeted Victory employee, originally joining after the 2012 Romney presidential campaign, and was with TV from 2013-2016. She has a young daughter and two chocolate labs, Major and Scout. In her “free time” she enjoys horseback riding.

James joins us as a Managing Director on the Partnerships team. Most recently, James was the regional political director covering much of the Deep South and Rust Belt at the NRCC, where he helped flip three seats in 2024. Prior to his time at the committee, James spent two election cycles in New York politics, serving as general consultant for Rep. Nick LaLota (NY-01) in 2022 and as campaign manager for former Rep. Lee Zeldin in 2020. He has also worked several cycles in Illinois politics. James received his bachelor’s degree in Political Science and M.B.A. from the University of Illinois. In his free time, James enjoys traveling and is a diehard Chicago sports fan.

Lily joined Targeted Victory in 2021 and has worked as a fundraiser and strategist for a host of committees, PACs, and nonprofits. Prior to Targeted Victory, Lily worked for several years at another agency focusing on direct mail and high-dollar fundraising programs for candidates and non-profits.

Lydia manages digital fundraising for various clients on our Outside Groups team. Prior to joining Targeted Victory, Lydia worked in public policy, and government affairs including four years in Senator Marsha Blackburn’s office as a policy staffer and operations manager. She holds a graduate certificate degree in International Relations from Harvard University.

Shawna joins us from the TMA Direct acquisition, where she started her list brokerage and management career in 1996. She worked with a variety of clients, including non-profits, B2B, B2C, and politically conservative groups. Specifically focusing on fundraising, she has helped raise millions of dollars while promoting and preserving traditional values.

Ted joined Targeted Victory in January of 2020. Prior to joining the company, he served as a Communications Director and Deputy Chief of Staff for a Republican member of Congress. He has also worked on and managed campaigns in multiple states. He resides in the great state of Maryland with his partner and dog named Bentley.
